Residential Rehab of State Forfeiture Properties
The Harvard Community Services Center Community Development Corporation (HCSC CDC) is pleased to announce that another Ward 1 State Forfeiture property has been successfully guided through a complete residential housing rehabilitation.
Nearly two years ago, during our daily code enforcement strategic windshield survey, our CDC identified 4418 E. 138th St. as a property that could be in danger of being lost to the wrecking ball.
The Harvard Community Services Center CDC found this property to be in a very distressed condition. Some of the distressed indicators of this property were; vacancy/abandonment, boarded doors and windows, 17 abandoned vehicles were in the rear with a camper blocking the driveway driveway, an open rear to the building, delinquent taxes, considerable illegal dumping, and hoarding inside.
We interviewed neighbors who stated that they had complained of occasional unauthorized occupants inside this property since the owner had passed away. This Ward 1 property was labeled by the 4th District Police as a "public nuisance property" , and the city of Cleveland had it on its way to a possible condemnation and demolition.
As part of our CDC's ongoing residential housing stabilization efforts, we inspected the property for rehabilitation opportunities, and acquired the property from the Cuyahoga Landbank for rehabilitation with conditions, to Kenneth Wright owner of Clear Vision Properties LLC.

The home is now one of the nicest looking homes on the street and is occupied with a qualified Section 8 tenant who is very grateful to have such a wonderful dwelling to call their home!
Additionally, the neighbor's on the street have told us and Mr. Wright how thankful they were for repairing the nuisance property that made them feel unsafe for years. Consequently, many are now also making repairs to their homes since the restoration of this abandoned and distressed property!
This is just one example of the many homes HCSC CDC has been able to restore back to city code compliance and create city income rather than the city having to cut yet another vacant lot.
We are continuously looking to talk with and vett local contractors/developers for our State Forfeiture Redevelopment program. These properties are generally in poor condition and not recommended for the inexperienced contractor/developer.
